missed period, im four weeks late, but the pregnancy test said negative.?

my periods have never been regular, sometimes they are a week apart, sometimes im two weeks late.. but never this late. Ive taken two pregnancy tests (from the same box) a week apart and they both turned up negative... but i still haven't gotten my period. last period was oct. 9.... can i still be pregnant? And I have no insurance, let alone money to afford a doctor at this point. I know there is free medical insurance for pregnant woman, but I do not know if I am yet or not... ugh
