I have a betta in a small 2.5 gallon tank and a small filter. Over time there appears to be sort of a white film surrounding chalky white stuff on the surface of the water. It seems to hang around the filter, where the water pours into the tank. I'll clean it up by scooping it with a paper towel but later it reappears. Is it mineral buildup? I have hard tap water. And if so, is this harmful?
