military buyback for federal employee?

I was active duty in the US Army for 4 years back in the 80's and have been working for the USPS for a few years. I heard that I can buy back my military time to add to my retirement years. How does this work? Who do I contact?
 
Your years in the military are already added to your years required to retire. So instead of working for the USPS for 20 years, you only have to work for us for 16 years. I believe that goes for any gov't job.
