Might my 1989 Honda Accord not start because of suction in the gas tank?

sorry for the question being sloppy and no real organization to it, i just wanted to hurry and put it out there maybe some car geniuses are bored and feel like giving me some advice on what they think.

I have an after market gas cap on my 1989 Honda Accord, and because of this there is a tight seal on my gas tank and suction does build, could this cause my fuel injector to not get the gas to the motor and not allow my car to start? I do take the cap off and release the pressure and then place it back on and wait for around 5-10 minutes and try the ignition again but it will still not start until a couple tries. I thought this may be the problem and i've considered cutting a chunk of rubber out of the rubber seal to stop the suction from happening, obviously it will damage the cap but might this be an option? Also, is this damaging my fuel injector? The motor does turn over when im trying to turn the car on, just doesn't quite make it to turning on obviously or i wouldnt be asking a question.

I hope this is enough information :S
