Metal shelfy clampy thingy at the back of my bike?

Well I bought this second hand bike from this guy, and it has this weird metal shelf like thing at the back of it that has this thing that has a spring in it that sort of clamps down automatically because of the spring but like... it's so hard to explain. Um I don't know what it's for... anyone have a clue?
