Media's "Calls not immediately returned" meaning?

What does it really mean when newspapers and media in general say, "Calls from ____ were not immediately returned?"
I'm sure it's not really hard to get a hold of someone, but on the other hand, media could just be using these to put the source in a more negative light.

So what's the real truth behind when media uses this phrase?
 
It's media arrogance, believing their calls are worthy of immediate response. It's a way to manipulate their audience into believing they exhausted all attempts to contact the party in question, when in reality, it was probably a single voice message left in a mailbox somewhere. It's also a way to highlight one side of an issue without giving equal time to the other side...usually only used for liberal causes.
