Meaning of 'Thou shalt not,' 'Thou shalt,' and 'Thou art.'?

I'm supposed to analyze a quote from 1984,

"The command of the old despotisms was 'Thou shalt not.' The command of the totalitarians was 'Thou shalt.' Our command is 'Thou art.'"

I get an idea of what they all mean, but I'm honestly not quite sure if I'm right. Does it mean that before commands were saying what you should not do, but under totalitarianism they are demanding that you shouldn't, and under the Big Brother, their command is 'Thou art,' which basically means that it IS... (whatever they say is the law, and nobody should question it...?)

Am I on the right track?
