I think it means you need to look more into people's lives before you stereo type them. for example there's a kid at that has sort of ragged dirty clothing. Don't judge just by the way he looks. Maybe his family is in hard economic times and there having a hard time paying for good clothes. hope this helps.

It means that you can't truly know what someone's going through until you've gone through it yourself... "their shoes." Don't judge is pretty self-explanatory.
