Mazda starter keeps grinding and won't work.?

Okay I've been working on this Mazda 94' Ford product 4.0 liter engine for a while. The starter always doesn't work. I bought one from another ford product. When I put the starter in it all it did was grind, So I tried to shim it still didn;t work. So I got a new starter off a identical Mazda, Same year and everything. And this starter has the same problem..

Soo any idea what the problem is? What I can do to fix this?
