Maxi dress height?!?!? help?

i'd love to wear a maxi dress coz i think they are really girly and look so pretty! the only problem is i think i'm too short to pull it off! i'm either 5ft and 3 and a half" or 5ft 4" and i weigh about 9 stone! i'm worried about looking frumpy! i heard that if you wear the dress belted when your smaller it looks better. is this true!

It is true that being on the shorter side, a full length dress can over power you and make you look shorter and frumpy. BUT not saying you can't wear long dresses, look for ones that don't go all the way to the floor or try on some high heels with it to help lengthen your look. And in the end it really all depends on the style of maxi dress you get, a brightly printed one might over power a small frame.
