Sorry, most masters programs have a cut-off at 3.0 but expect higher GPAs - I don't know of any that will consider taking a student with such a low GPA. You must maintain a 3.0 GPA in your masters program to remain enrolled, and masters work is much more demanding than college - your GPA tells them you're not ready for grad school.
