Maple Story won't download properly on my computer. What's wrong with it?

I've made an account and everything, but every time I try to click on "Start Game" it just takes me back to the terms of agreements. I put agree, but the whole thing just re-downloads again! It's so annoying.. The mushroom icon is already on my desktop, but it still says it's not download. Wtf. -.- Someone help. -.-
