Making my own clothes...advice?

Well i used to do art textiles for GCSE's and i really enjoyed it, i know how to sew (hand/machine) and i already have loads of thread, needles and such so id know what i need and how to sew.. but.. i was thinking of making tututs, bubbled skirts, high waisted skirts and long tops to start off with can you give me some advice and help for making them?

also does anybody know anywhere in the UK near manchester/cheshire where i can buy material for dirt cheap?
