Low voltage on car stereo wiring?

I installed a new stereo in my girlfriend's 96 Jeep Cherokee Laredo and it worked at first but wont turn on now.
I tested everything and came up with this.

The voltage for the 12V constant wire reads about 9.6
The voltage for the ignition wire reads About 9.75.
This is obviously my problem, no? Voltage is way too low.
I tested the battery and it looks good: 11.95V.
The resistance for all the wires was around .001, perfect.

What do you think is most likely the problem?
My ground wire measured at almost no resistance. Does this not mean that it has a good connection?
So I connected the tester to the Constant and to the - batt terminal directly, bypassing all of the ground circuit, and still got 9.65v. So it doesn't seem to be the ground.
I then tested the voltage from - batt terminal to +batt terminal and got only 10 volts.
Does this mean the battery is bad?
The vehicle starts and drives just fine.
