Low Fixed APR Balance Transfer Credit Card?

I need to find a fixed low APR balance transfer credit card. I have $6,000 on a 0% for a year credit card and the year is up in August. I also would like to balance transfer (if I can, not sure if I will be approved for a higher amount) my $3,000 credit card for my appliances which has deferred interest until February but I know there is no way I will pay it off.

I am planning to wait until the beginning of August to apply, that way both balances should be down $100-$200 each. Unless it would be best to try and transfer earlier? I don't know...
