Los Angeles bike laws? Can someone help me understand this?

"Sidewalk Riding (LAMC 56.15) Prohibits the riding of bicycles (or other human power devices) on sidewalks (bikeways or boardwalks) with a willful or wanton disregard for the safety of persons or property. Disallows the riding of bicycles on Ocean Front Walk in Venice."

I got this off bicyclela.org which tells you all the bike laws in LA. People have told me that riding the bike on the sidewalk is illegal but here it says "riding on sidewalks with a willful or wanton disregard for safety of persons or property". Does this mean it's okay as long as you are being considerate to pedestrians? I want to know because I want to learn how to ride a bike because I'm 17 and I don't know how lol. I need a way to get around but my parents won't get me driving lessons and I won't feel safe riding on the road...
