Looking to replace my phone for a more advanced phone

I currently have a sidekick 3 until september 4th (when my contract expires) and Im looking to replace it with a phone with advanced features, such as a faster internet and better camera. Im willing to spend around $200-250 on a new phone and I would like the data+voice plan to be up to $50-60/month. I have done some research and found 2 phones so far, the Helio Ocean and the T-mobile BB Curve 2. Can anybody recommend which phone would be best for me, whether it be one of these or another one?

btw I heard that the Curve will have Wifi. Im not completely sure what that is. Does wifi mean I wont have to pay for interent usage at all? Or is it that I just get faster internet in certain places?
 
WiFI is the ability to hit wireless hotspots. If you get a BB, you have to have a BB dataplan for Internet and email access. WiFi would give you the ability to surf the net when you can connect to a hotspot. A nice feature I guess, but not something that is really required. Will probably give you little increase in browsing speed. Won't do anything for email however.
