It might not be the Joy Division/New Order carbon copy you're looking for, but White Nois Stasis (yes I spelled that correctly) contains similar elements, and is well worth a look. Soundtrack-of-life kinda stuff.

Try Engineers. They're a newer band out of the UK...have that shoegazing mellow sound down pat...definitely worth a listen.
