Looking for name of sci-fi book?

May have been written in 70's - not sure. About a community with no modern conveniences - people use candles, etc. - leaders don't believe that new technology is good for people.
The smartest people are assigned the lowest jobs. About a janitor, I believe, who is working in the sewer & finds the workings of a light-bulb. He figures out a way to make it work, and very excitedly takes it to the leaders - they don't want anyone to find out about it, and try to lock him up. He finds a way to escape, with his girlfriend and they end up stumbling upon an old deserted house that hasn't been lived in for years. They stay and make a life there, trying to help others to escape also.
Anybody have a clue? I believe the people are told that if they leave the community they will die, which of course, turns out to be a lie.

It is called Anthem by Ayn Rand...and it is about life in Russia when she was younger and the smartest people didn't always get the lowest job, that was just the poor guy's luck...i don't remember his number, but I do know at the end he called himself Prometheus. It was about discovering the self and 'ego' as it were...how the individual is just as important as the group.
