NCL America employs only American citizens and residents. They would probably be your best bet. They're currently holding job fairs all around the country. It may be tough with no experience. Help him tailor his resume to highlight related experience and skills. For other lines, check the websites. E-mail AND snail-mail a copy of the resume. Make sure he has a passport. Get a nice smiling headshot (doesn't necessarily need to be profession. It usually looks more natural if it's not) of him to attach to the applications/resumes.
