local mode on nokia 3120

I received a 3120 from cingular, but all it does is say local mode. cingullar has no idea what that is and said they send me a replacement, prob is they are on back order. I have been waiting 3 wks for the replacement.

I was wondering if anybody seen this and if they know what I can do to get it running.
