little grammatical doubts: is family singular or plural?

hello to everybody!! i'm an italian student, and i was doing some fce grammar exercises.
is the word "family" singular or plural??

thank you
so is the book wrong??
because in this sentence: "i met a family from scotland who WAS going to a wedding in france.."
keys at the end say: "family who WERE going.."
(i've chosen the WAS option)
