The cat that would make the top of my list would have to be Garfield. I used to watch Garfield and friends up until when it was airing 6:30 a.m. on weekdays about 5 years ago. I also used to have a poster of him on my wall for a while, and I read the comic strips a lot a few years ago. I'm not up to pace with Garfield any more though, but I used to be a fan when I was 10 or so.
My favorite cats in animation....
Garfield.....I've been watching the series/specials (and reading the comic strip) since I was a small child,and I just find him really funny (one of my favorite quotes from the specials is "Let's rent Old Yeller....I want to see a movie with a happy ending....")
Danny and Sawyer (Cats Don't Dance).....During the course of the film,I ended up really caring about both of them....Danny refuses to give up on his dream of stardom,even with all the obstructions in his path,and though Sawyer has pretty much given up on her dream(and discourages Danny's dream),she's still hoping Danny will make it and become a star (her song, "Tell Me Lies",is one of my favorite songs from an animated film)...
Rita (Animaniacs)....She's funny,and has a great singing voice....
Nermal (Garfield and Friends)...He may be annoying to Garfield,but I think he's adorable(of course,I also think Garfield mailing him to Abu Dhabi every chance he gets is funny,too)....
Luna and Artemis (Sailor Moon)....Both are cute,and have made me laugh in both the dub and original Japanese version of Sailor Moon....one of my favorite scenes in the entire series is the ending to the "S series" movie,where they finally became a couple(their kitten,Diana,is cute,but never made much of an impression on me)....
Yoruichi (Bleach)....I've been a fan of the character ever since she was introduced in the manga (I like black cats,and actually own two)....I was surprised from the revelation in manga volume 14 when I first read it (of course,in the English manga translations,they call the cat "Mr. Yoruichi",unlike in the anime)....
Puss in Boots (Shrek 2 and 3)....I just loved the character....especially when he gave the "cute kitty" stare (I have that poster in my room)....

The Good Animated Cats:
Garfield(Garfield) - He's always been my top favorite of all cats whenever I read the comics and watch his show sometimes which he's funny when he bashes on those losers Jon & Odie.
Stimpy(Ren & Stimpy) - It's always been my favorite show of all time, which Stimpy's my favorite by being stupid/smart, but when he's always beaten up/abused by that jerk Ren, I kind of feel sorry for him, but it does bring out the comedy/laughs for the show.
Eek(Eek! the Cat) - I used to always watch the show which is my favorite Foxkids show and I miss it, which Eek's my favorite by being the good-natured cat hero by always helping out whenever there's trouble & saving his girlfriend too.
Cat(Catdog) - I always watch the show on Nick which Cat is my favorite in Catdog, he's funny when he's always a mean selfish jerk, but always has a good caring side at the end for his pal Dog, but I feel bad for him being the target for those Greacer mutts.
Snookums(Snookums & Meat) - I used to watch the show on the Disney afternoon which was a good funny show, Snookums is always my favorite which he's funny/kind of a jerkoff at times toward Meat, but still a good cat deep down at times.
Ralph(Rotten Ralph) - I totally missed that show which is my favorite from abcfamily which Ralph is funny, but always a troublemaker towards people, but a good sweet cat for his girl owner and her family.
M'Ress(Animated Star Trek) - When I first saw the animated Star Trek when I was young, she was my 1st favorite sexy attractive catgirl character I've ever seen which I wish for the series to come back, since she's my favorite female cat ever.
Peg(Goof Troop) - Next to M.R., she's my 2nd favorite cutest catgirl character which I miss the show but I love it when she shows her bad tempers towards Pete which is funny sometimes.
Speedy,Polly,Guido(Samurai Pizza Cats) - I always loved the show which is the best of all animes and it's hilarious, which those 3 cat heroes are best crimefighters in the world.
NekoMajin(Dbz's NekoMajin) - He's one cool Buu-like cat creature who can kick some butt.
The Bad(Evil) Animated Cats:

Evil the Cat(Earthworm Jim) - I always loved the game show on WB, which Evil is my favorite for being the most evil/sadistic/diabolical feline to take over from the underworld.
Mirage(Aladdin) - I'm not a fan of the show, but Mirage is my favorite of all the villainous female cats in the world which she's powerful/cunning/manipulative/knows when to get what she wants.
Lord Chaos(Aladdin) - He's Mirage's master who's more powerful than her and is the most baddest cat ever which it's funny after hearing from Genie that Aladdin always wins and created that evil Aladdin twin and he's funny at times too.
Meowth(Pokemon) - He's always my favorite of bad anime cats whenever he always gets bashed by the heroes which would be better for him not to be with J & J, since they're always his downfall mostly.

Catbert(Dilbert) - I love Dilbert, which Catbert is funny for being the most evil cat director which Jason Alexander was great for voicing him.
Maximus(Atomic Betty) - He's the coolest most comedic/villainous feline to conquer the galaxy.

Strange that noone's mentioned Top Cat and his gang, including Choo Choo, Spook, Fancy, Brain, and Benny the Ball.

And I just remembered in the Pac-Man series Sour Puss, the mean-spirited Pac-Cat who played various pranks on the Fac-Family dog Chomp Chomp. Most times though, they usually backfired.

I would have, but I personally don't like list topics so I didn't post.
I'm a cat fan, so I like them in animation. I can't stand old shows like Mighty Mouse.
That being said, my absolute favorite cat show, is Gay Paris Nothing ever comes close.
IMO, that is the best Cat Animation Show ever.

Here's a few of mine...
Garfield - He was one of the many characters I grew up on. From the comics to the specials to Garfield and Friends, I've seen just about everything.
Heathcliff - Another childhood favorite of mine I loved watching him cause mischief everywhere he went. I don't think he gets the respect he deserves IMO.
Eek the Cat- Star of one of greatest shows to hit FOX Kids. Eek always went above and beyond the call of duty to help anyone out.
Cleo (Catillac Cats) - A definate hottie and one of my first childhood crushes. She's probably responsible for a lot of kids growing up to be furry fans LOL. Riff Raff was one lucky cat.
Furrball (Tiny Toon Adventures) - I really enjoyed the serious stories that revolved around him trying to make the best out of his situation. And I always wanted him to get the best of that annoying Sweetie.
