Lincoln LS 2000 Heater Problem?

My Lincoln LS has a heater problem of some kind. First to get any heat you have to turn it up to 90 degrees if you turn it down past 84 degrees.. no heat. Also the only way you can feel the heat is if you have the blower all the way down if you turn it up it blows cold air please help it 6 degrees out side.
 
Inside the dash next to the right side of the steering wheel there is a small vent, inside this vent there is a sensor. This temp sensor tell the heater head unit what to do, and the only place you can get the part is through ford. The last one i bought it cost around $30.00
