I was pulling out of a store the other day and my wheel struck a moving car in the road heading the direction i was turning. I didn't see him. I was at fault but we decided to handle it privately. How much should it cost to repair the damage show in these pictures.

Unfortunately its a Lexus 2007 460 and he wants it fixed at the dealership. What should I expect as a range of the price? I don't believe there was any dents, just scuffs, a scratch, and a chipped piece of paint. Will that whole quarter panel and bumper need to be replaced?
I really thing the quality of the camera makes it look worse then it really is. The smudges above the rim of the wheel well are from rain and my hand. Will a person who actually knows auto body stuff provide a legitimate answer please.
