Legal boundary garden fence/tree advice? Any solicitors out there in UK?

I recently asked this question but I need more advice please?

"My neighbour has planted trees right up to our fence and the trunks are now pushing on my fence. The trees are huge. It used to be lovely and sunny in my garden (that was one of the reasons we bought the property in the first place) but the huge trees have blocked it out. Not to mention the rubbish that falls from the trees in winter. I collected 2 buckets full of pine needles last week. We live in a small house with small garden. I have spoken to the owner of the property but he's not happy - he said if we touch the back of his trees he will put a high fence up and we'll have to look at that. I used to think he was such a nice man but now we have brought this to his attention he's really turned nasty. We have lived in this house for 30 years and now I just don't want to go out in the garden any more. I was thinking of getting a tree feller in to take off the back of all his trees and bushes that hang over onto my land but is this going too far?

He has now put in a hotch potch of fencing that is over 2 metres high because he said he doesn't have to ask our permission to do anything. It's not about permission it's about being considerate. The council say that the legal limit is 2 m but don't want to get involved. They gave me a template of a letter to send to him asking him to ask him to take it down to 2 m and to reduce the height of his trees which constitute a hedge as they are evergreens. He has just posted the letter back to me without comment. What can I do now? Where do I stand legally? I'm so fed up with this guy?
I can't find any information on new regulations. It would be great if anyone can tell me where to find this info.
