Legal advice: Suing old roomate for car damages that occured over a year ago?

I asked my new roommate to drive himself and I to work in my car because I wasn't feeling well and he does not have a car. As he backs out of the drive way he slams the side of my car into another roommate's large suv. There was no damage to hers but the side of my car has about $1,000-1,500 in damages. He was painfully sorry and said that he would pay for it but 'could never afford' to give me any money for that along with his share of the deposit on our house and our water reconnection fee when he decided to move out and not pay the bill. I later found out that he didn't even have a license at the time when this happened. Does that make me responsible even though I didn't know?
I need to know if I have a case at all, would it be worth suing him? I've threatened to sue to try to get him to pay me directly and avoid court but I don't think I'll get all the money needed if at all.
Does anyone know what it costs to file a smalls court claim? and does it cost anything to drop the case if he agrees to pay?
any advice??
