LCD flashing the top of the screen at the very bottom of the screen. PLEASE HELP.?

About a week ago I turned on the laptop and there it was, the computer started flashing something at the bottom of the screen, maybe about a few centimeters thick. After staring at it, i finally realized that it was displaying whatever was at the top of the screen. So I am pretty computer savvy, no expert, but I'm pretty good. So I immediately tried to update the monitor drivers (mobile intel(r) 4 series chipset family) (there are two of them under display adapters in device manager. And to no avail, windows did not find an update, i then went to the intel website, they did not ahve any updates... i downloaded their little driver diagnostic tool, thinking that would have a little more insight than i could give their system.. NOPE, that didn't work either... I tried to update the dirvers for the plug and play monitor, didnt find anything. I tried to update the video card drivers, nothing again... Then the computer crashed just this past saturday because of google chrome, which sometimes flashes and does something weird when i have it open and am switching back and forth between it and the ms zune program. I used windows debugger to pinpoint that the crash was a result of google chrome. But I am not sure if that is directly related to the screen error. And now i just finished chatting with dell technical support who asked me to run their LCD BIST diagnostic test, which i had already done, and also had not given light to anything. On top of that, they asked me to ship the laptop to them so that they can replace the motherboard. There has to be different solution, I really don't think I should have to send in the computer to get this problem resolved, somebody please help me... This is so annoying... And today it seems to be getting worse, because not it pops up at the bottom and before it was just showing the top of the screen, now its showing the top of the screen and also jittering and flashing really fast (then closes for two seconds).

I am running XP on a bran new (3 month old) E5400. Before the problem i had not upgraded any graphic cards nor do i use the computer for gaming, it is simply a work laptop... PLEASE HELP...
