if the child is fully enrolled and complying with attendance requirements in a secondary school program leading toward a high school diploma or enrolled in courses for joint high school and junior college credit, whichever occurs last or the child support obligation otherwise terminates as defined below...

My exs is trying to say his other daughter is in college and he still has to support her. What does all this mean???

The obligation continues while the child is in high school or a combination of high school and junior college at the same time. If the child has finished high school his legal obligation may be ended (depending on other clauses in the order) but his moral obligation to support his children goes on forever and only a shrew would try to interfere with a man meeting his moral obligation to his children.
