Law enforcement question?

Does an arrested person have the right to decline being on camera or filmed by a crew? Or is there an expectation of privacy by the suspect? An example would be those guys who get busted on Cops or Bait Car. Is this action legal in every state or just a few?

If someone's face and voice is not scrambled, it means he actually signed a form somewhere allowing his image to be used.
