Lately my fish are very inactive at the bottom of the tank & I don't know...

...what is going on? the temp is 55? I have three fish, but two of them are very inactive. should I put warmer water? The water is clean and I give them food 3 times. The way they are behaving is a surprise for me. At first I thought they were mating, but now I think they are sick. Even though the water is clean the filter was not on, because it was dirty. I cleaned the filter already and it's on but maybe that had to do with it?
