Similar to the military saying lets blow up this target and kill a few thousand people, but lets not let them know who planned it. We'll have ten of our guys place strategically placed explosives in certain spots. Then we'll have them complete the job.. That's not the exact way it went, but you can get the general idea.. It's very easy to complete a planned mission without involving everyone and anyone. One person can do most things another person can do. Again, with the picture thing, no one can get the big picture. If an explosive maker is making some high-grade explosives, how do they know it was used to blow up this certain building if that person never logs it. (Yes I'm aware they can compare the compounRAB). But they could also import it from overseas to an unknown buyer. Then it's pretty much lost.. And the whole picture of that one guy is never completed. He's just one person, who doesn't get the whole scheme of things..
