Landlord only contacting tenants on his terms, (never answers phone)?

My boyfriend and his roommate's landlord called them on Thursday to complain he has gotten word from "sources" that they've had people stay over more than 10 times a month. The landlord lives states away, and they have no idea where he got his information, which kind of creeps them out.

This is the first time they've heard from their landlord in a long time. They have been trying to contact him for a while now about some other things. After getting yelled at they forgot to bring up what they were needing to talk to him about. So after saying goodbye, they remembered, and called him back no more than 5 minutes later. No answer. They call him the next day. No answer.

They've been trying to get their Certificate of Rent Paid, as it is now almost May, and they should have gotten it in January. What is the next step they should take? It seems like the landlord won't answer their calls when they need him. They are stuck with a whole year left with him... (they signed a 2 year lease) and it seems pretty tight contract, but this stuff is getting ridiculous.
 
Send a certified letter that has their requests/complaints with a signature for receipt. It can be sent to just the landlord.
 
Send him a certified letter outlining everything
Certain things he has to act on in a timely manner and if he doesn't they can take legal actions. As for reaching the landlord I would think they should at least be able to leave a voice mail or something for him but if not then the certified letter should do....make sure they put in the letter about not being able to contact him. They need at least an emergency contact number for him.
