Koi Fish Questions?

I am planning on getting some koi fish for my pond and was wondering if 5-7 inch kois can live outside during the whole winter?
I was also told when kois are left outside through out the whole winter, unplug all pumps and everything and do not feed through out the whole winter. Is this true?
