it would be better to bring these fish in for the winter. You can actually use a large size rubbermaid tote to house them. If your basement is not freezing cold, put them there. hook up a filter and do partial water changes and they should be fine. I have a friend that does that. Wintering fish outside can only be done if the pond is at least 4 foot deep, below the frost line.
If you can not afford to take care of these fish, i suggest finding them a new home. sounds harsh, but you can plan better for next year.
I heater is not the best option for outside as it run you more money to run it and if the electicty goes off? The pond will freeze.
as for betta flakes? No, it won't harm them, just does not all the things they need.
As hard as it might be, here is where you need to make some choices. it sounds like you can not really take care of these fish as they should be. The correct food is very important in the long run, just as clean water is. personally i would find them a new home, plan for next year and start saving. This would ensure the fish would survive and be fed right, and you would not have the stress of worrying about them. When things are tight, the less you have to worry about the better. i know, I live on a very fixed income and had to give up my hobby for quite a few years. It hurt, but the fish came first.
 
winter they die. HELP!? The pond is small..and we are low on money. Where can I buy a cheap heater for this pond? It is about 5 feet long, and 3 feet wide and 1.5 foot deep.

Also...will feeding these 5 fish betta flakes harm them?
