Kick start on dirt bike frozen?

I just bought a 89 honda 100CC dirt bike yesterday and road it all day. This morning i road it for about an hour then went down and made a trail with the mower. As soon as im done i go back to the bike and it wont start. I wait about an hour but then the kick start wont go all the way down. Any help would be nice. Thanks
