My advice would be to ditch IE completely and go with FireFox. However, to solve your problem, first try setting your homepage in the IE settings manually, it may have just taken that over, you didn't specify if it was all the time or just when you started IE up. Also, try searching your registry for that address (if you find it, delete/modify it) and run more AV/malware sweeps with a variety of reputable scanners
 
i got a virus and so i ran spybot and malwarebytes and git rid of a majority of viruses, then i kept getting popups to change my registry settings, i accidentally clicked yes and it changed something where everytime i open internet explorer i get redirected to browser-security.microsoft. com/blocked.php?r=17.2

the thing is, other internet related things still work, just internet explorer doesnt work...
