kawasaki zxr 400 l1 charging problem?

hi i have brought a zxr 400 and it wont charge the battery while running i have checked the earth wires all fine i just tested the 3 wires from the stator and they are coming back as 19.50+ volts then straight away going to 1.v
is the a definite stator failure i would really appreciate any help
