Kawasaki will not drain oil?

This may sound like a stupid question but are you pulling the drain plug out of the bottom of the crankcase as well as the filter?If you are then stick a small screw driver up the drain plug hole and clear the sludge accumulated there.If you are not then pull the plug it's a 14mm nut in the centre of the bottom of the crankcase.
 
My KZ440 changed oil, didn't seem like much came out with old filter, figured it was way down now after new filter and 2.9L of new oil it's way over and only about a half pint drains out? What could be hanging up the oil in there?
