Kawasaki VN800 Mechanical help?

Hi, I have just bourght a kawasaki Cruiser and wanted to do some adjustements checks etc. The manual says the tyre pressure should be 28 psi (it was 15) it seems overinflated i know they are big tyres is this correct?
