kawasaki prairie 300 runs but RPM won't come up it just stalls?

installed new cam gear finally got timing right I think it idles at a little high but when I try to throttle it seems to bog down but it will idle as long as I hold the choke. do all the covers neeed to be on engine for vacuumnto keep it running?
