Kawasaki motorcycle/ bmw e39 question?

When I turn 16 I'm obviously gona be looking for a vehicle. Idealy I'd get a bmw e39 but I don't have that money yet, so I was looking at the Kawasaki 250R, it has 249 cc's. will I be able to ride/get one at 16? And in the furture if I move to a different country (Germany, or New Zealand) can I bring the vehicle (s) with me?
