Kawasaki kx250 1987 starting issues?

I have starting issues, the bike use to run 3 years ago not great but use to go an then I parked it. I checked for spark an I have that, I checked the reeds an there ok, I checked an cleaned the carby thoroughly. I cleaned the fuel tank an put fresh fuel in it.I have fuel to the carby bowl. The compression is ok but not great. I checked the spark plug an it is not wet. I seam to think that the timing is out an I would like to now how to check an adjust.
