Well the tail light flickering could be anything from a broken wire to a broken filiment inside the bulb, to a loose connection. The speedo problem, while it is usually the cable that causes most speedo problems, it could, depending on just what you mean by broken be the actual speedo unit or it could be the sending unit at the wheel. Harley dealer, ebay or local salvage yard for parts.
 
my step dad just got a 2000 harley davidson 883 sportster the back tail light flickers constantly no matter if your braking or just idling. it doesn't get any brighter when you brake either. and the speedometer is broken too.
