Just coming home from Iraq, to Afghanistan next?

My brother is coming home from Iraq in 2 days with the Army National Guard. I've been hearing a lot about Afghanistan but don't really know what's going on. How likely would you say it is that he'll be sent to Afghanistan in the next 4 years?
Also, could you tell me what I can expect at his welcome home ceremony? Is it casual attire, will it be long?
