Just Cause 2 problems or game problems?

Every time I try to play Just Cause 2 for Steam it says "Not enough storage is available to complete this operation".When it does have enough storage it says"A newer version of Windows is required to play this game" Any ideas how I can get enough storage or a new version of Windows?For free to if possible.
