I've just been flashed while coming towards a camera. All I could see during the flash was a red light, and there seemed to be only one flash. There markings in the road clearly indicated the camera should've been facing the opposite direction to get an accurate reading of speed.
Why wouldn't it be legal? Because I was blinded for a moment. I couldn't see anything, and to my knowledge that's unsafe when driving.
