Of course you can.
It would be nothing like not seeing Bruce Wayne in the Batman films because Bruce Wayne is part of the story.

Just watched 'V For Vendetta' last night and it never showed V's face, but I thought it worked really well.
Likewise, the point of Judge Dredd is that you're not supposed to see his face.
 
I have to agree with the whole ' not taking off the helmet' theme. I've been reading 2000ad since issue 1 (or issue 2 for the first J D story - before fellow nerRAB write in!) and short of 'the dead man' storyline (where he's horribly scarred), he's never been seen without his helmet on.

If the movie makers are going to spend part of their budget on 'stars' maybe they should be looking at more famous actors / actresses for supporting characters (Anderson, PSI) or villains (Dark Judges)
 
The money should be spent getting the screenplay right, making it faithful to the original comic source material. Without a proper screenplay, the film won't work no matter who is cast as Dredd and the supporting Judges and characters. If the film is made with an unfaithful story it will be Stallone's Dredd revisited.
