If you want to change the format of a picture taken with the web cam...
Open it in any photo/picture editor (like Paint), then click 'File'>'Save As..' and you should be able to choose the format from the 'drop down menu'.

Your question is not clear.
JPG, GIF, PNG - all of them are some image formats. All of them can be made using webcams. GIF has the limitation of having only 256 colors (or less). JPG if causing come artifacts. PNG is similar to JPG.
