Jeep Wrangler lights won't turn off?

I have an '02 Wrangler. The lights stay on. I've tried rotating the tires, rolling the windows up and down, changing the wiper fluid, playing a different CD, and an engine swap. Lights are still on. I'm about to repaint from grey to really grey but I thought I'd get some opinions here. Any help is appreciated.
